Silent 16mm footage that follows a building compliance inspector through the process of inspecting a residential home construction project. The film opens with ground-clearing and foundation work — workers moving dirt and rubble — then progresses through various stages of construction: close-up inspection of concrete masonry block walls, exposed wood framing, and electrical or plumbing rough-ins visible in the walls and ceiling joists. Throughout the film, the inspector (a suited man with a clipboard and glasses) is shown meeting with on-site supervisors wearing hard hats, reviewing blueprints together both outside and inside the framed structure. As the home nears completion — seen as a finished brick exterior — the inspector makes a final visit to the property, where he meets with the homeowner at the front door, conducts a walk-through of the completed house, and concludes by handing over documentation, presumably a certificate of occupancy or compliance sign-off. The film appears to be a training or public-information piece about the role of the building inspector at each phase of residential construction, from site prep through final approval.
