This government training film dramatizes the consequences of human error within public labor service agencies by parodying the Silent Film era. Drawing inspiration from Charlie Chaplin’s Tramp, it follows a Chaplin-like figure and his wife through a series of tragicomic misadventures as they are thwarted by bureaucratic inefficiency. Using accelerated frame rates to mimic the jerky motion of early cinema and a desaturated palette to evoke black-and-white film, the production blends slapstick and pathos to underscore how small administrative mistakes can have serious human impacts. The film features intertitles and a silent-style score to complete its vintage pastiche.
