This government training film dramatizes the consequences of human error within public labor service agencies by parodying the Silent Film era. Drawing inspiration from Charlie Chaplin’s Tramp, it follows a Chaplin-like figure and his wife through a series of tragicomic misadventures as they are thwarted by bureaucratic inefficiency.
