Analyzes the many problems left unsettled by the signing of the Versailles Treaty at the end of World War I and relates these problems to the events which led to the outbreak of World War II. Uses historic film footage to portray the leading personalities of the time, the failure of the League of Nations, and the rise of totalitarian Germany, Italy, and Japan against a background of appeasement by Western democracies
